Airlines cannot prohibit ESA from entering the cabin. The person must notify the airline in advance of their ESA. The pet must be on a leash and may stay with the owner throughout the flight. The owner does not have to pay an additional fee for the pet.
The airline will ask you to show a letter from your doctor stating that an ESA must be present. They may also require you to sign a form confirming that your pet is well-behaved and not a troublemaker more on MyServiceAnimal. Sometimes airlines will ask the owner to confirm that the ESA has all the required vaccinations.

Good article. The coordination with the vets and flight here is a lot. It’s not easy but doable. I did it with 2 dogs. And yes, it’s stringent for a reason. Not sure why some think it’s like transporting clothes. But, I wouldn’t transport pets here again. The culture here doesn’t understand a leash, or spaying/neutering. And the vets here are far less knowledgeable than back home. Live and learn.
